Current Budget

BUDGET, APPROPRIATION AND LEVY

Article I Budget and Appropriation.

The Library Director shall prepare a tentative operating budget for all library funds in April for the following fiscal year.The budget shall be submitted to the Finance and Employee Practices Committee for study and revision. The budget normally will be adopted at a regular meeting of the Board in June.

The Appropriation Ordinance shall be drafted, submitted and adopted in a similar manner. The Appropriation Ordinance contains the sums of money which shall be deemed necessary to defray all necessary expenses and liabilities specifying the objects and purposes for which the appropriations are made and the amount appropriated for each such object or purpose. The amount of the appropriation must be equal to or exceed the amount of the budget. (See also Article II - Levy.) The Appropriation Ordinance shall contain estimates of cash expected to be on hand at the beginning of the fiscal year, an estimate of receipts, and expenditures and cash expected to be on hand at the end of the fiscal year.

Subsequent to review by the Finance and Employee Practices Committee, the Librarian shall transmit the draft Budget and Appropriation Ordinance to the Library Attorney for review.

The tentative Budget and Appropriations Ordinance shall be posted in the Library thirty days prior to a public hearing on the ordinance. This public hearing will normally precede a regular public meeting of the Board in July. Notice of the hearing shall be published in a local newspaper of general circulation at least thirty days prior to the hearing. No action on the ordinance will be taken at the hearing.

The Board of Trustees will normally review, revise and adopt the Budget and Appropriations Ordinance at a regular meeting of the Board in August. The ordinance shall be adopted no later than the fourth Tuesday of September. A certified copy of the adopted ordinance shall be published in a local newspaper of general circulation and posted in the Library for seven days. The Budget and Appropriation Ordinance shall be filed with the Clerk of Lake County within thirty days after adoption. (35 ILCS 200/18-50)

Subsequent changes in the appropriation can be made according to the procedure outlined in 75 ILCS 16/30-90. (75 ILCS 16/30, 30-85)

Article II Levy.

The Library Director shall draft a tentative Levy Ordinance based upon a projected budget for the following fiscal year.The Board shall enact the Levy Ordinance incorporating the Budget and Appropriation Ordinance by reference seven days or more after publication of the Budget and Appropriations Ordinance, at least twenty days after a resolution stating an estimate of the amount of money necessary to be raised from taxes (35 ILCS 200/18-60)and no later than the first Tuesday in December.The Levy Ordinance shall include amounts for the General Fund and the Municipal Retirement and Social Security Fund and other such funds for which the Library is levying. The levy shall not exceed the total amounts of the appropriation for those funds, and shall take into consideration monies to be raised from other than tax sources. The draft Levy Ordinance shall be submitted to the Library Attorney for review.

The Library Director under the direction of the Secretary shall file a certified copy of the Levy Ordinance with the County Clerk of Lake County on or before the fourth Tuesday of December. (75 ILCS 16/30-85). The County Clerk shall ascertain the rate percent of the levy against the assessed and equalized value of property within the District

The County's levy authorization for the Bond Fund, when applicable, derives from a successful bond referendum, but an annual certification of need to the Clerk of Lake County is advisable.

The County Clerk shall extend the tax. Distributions are received from time to time by the Treasurer of the Board from the County Treasurer. (75 ILCS 16/30-85)
