Internet and Computer Use Policy

The Cook Memorial Public Library District (“Library”) provides access to digital resources, including public computers (“Library Computers”) and the Internet, whether accessed through Library Computers or the Library’s wireless network (“Wireless Internet”). The Library is committed to protecting user confidentiality and privacy to the greatest extent possible.

By using Wireless Internet or Library Computers, individuals agree to comply with this Policy. The Library reserves the right to regulate these resources to ensure fair and efficient use. Additionally, the Library may be legally required to disclose information if ordered by a court of competent jurisdiction.

Article I: Acceptable Use of Wireless Internet and Library Computers.

The use of Wireless Internet and Library Computers must comply with the following rules:

  1. General Guidelines
    1. Patrons must comply with all applicable federal, state, and local laws, including those governing the distribution of online content. Violations may be prosecuted by law enforcement authorities.
    2. The Library does not guarantee the security of personal data, account privacy, or safety. Patrons assume responsibility for the protection of their private accounts and any transactions conducted over Wireless Internet or Library Computers.
    3. The Library does not store or retain web browsing history on Library Computers.
    4. Patrons must agree to the Library’s Statement of Acceptable Use before accessing the Wireless Internet or using Library Computers. Failure to comply may result in suspension or loss of access privileges.
  2. Prohibited Activities
    1. Deliberately damaging, disrupting, altering, or compromising Library Computers, equipment, software, networks, or security systems.
    2. Violating copyright, trademark, or software licensing laws.
    3. Viewing, sharing, or transmitting obscene or illegal content. Suspected child pornography or the unlawful solicitation of minors will be immediately reported to law enforcement.
    4. Distributing material that contains threats or incites harm.
    5. Exceeding permitted time limits on Library Computers, which may prevent others from accessing resources.
    6. Sending bulk or commercial spam emails.
    7. Falsifying identity in electronic communications to deceive, defraud, or mislead others.
    8. Using excessive bandwidth in a way that disrupts or limits access for others.
    9. Using equipment that disrupts or interferes with the Library’s Internet service.

Article II: Wireless Internet.

The Library provides unfiltered and unencrypted wireless Internet access for patron convenience. Patrons should be aware that their data and communications may be visible to others and are transmitted at their own risk.

Patrons are responsible for configuring their own devices to connect to the wireless network. The Library offers basic troubleshooting, but is not responsible for ensuring successful connection or resolving complex device issues. The Library is not liable for any issues related to personal devices or network connectivity.

Article III: Internet Access by Minors.

The Library recognizes that the Internet contains material that may be inappropriate for children. Parents or legal guardians, not the Library or its staff, are responsible for supervising their children’s Internet use. To promote safe Internet use, the Library encourages minors to follow these guidelines:

  1. Never give out identifying information such as home address, school name, or telephone number.
  2. Never arrange a face-to-face meeting with someone via the computer without parents’ or guardians’ approval.
  3. Never respond to messages that are suggestive, obscene, threatening, or make you uncomfortable.
  4. Be aware that people online may not be who they claim to be.

Article: IV: Internet Filtering Software on Library Computers.

The Library complies with the Children’s Internet Protection Act by utilizing third-party Internet filtering software on Library Computers. This software blocks visual depictions of obscenity, child pornography, and, for Patrons 17 and under, materials deemed “harmful to minors.”

  1. Filtering LimitationsThe Library uses third-party filtering software to comply with legal requirements while maintaining access to constitutionally protected materials. While the filters aim to block inappropriate content, they may not block all objectionable material and could inadvertently restrict access to legitimate sites.
  2. Disabling Filters
    1. Adult patrons (18 and over) may request Internet filters to be disabled for bona fide research or other lawful purposes by notifying a Library staff member.
    2. Any patron may request that filtering be disabled for specific sites that are wrongfully blocked.
